Request for Service
To request your service be turned on, you may make a request using the Request Utility Services online form or visit our office.
Forms of Payment
Online: Online access to your account provides you with the option to pay a utility bill, review account information, utility consumption, and pay history. Online payments can be made using an e-check drafted from your bank account or with a credit or debit card that contains the Visa or Mastercard logo. To make an online payment, click here. A copy of your bill will be needed to ensure proper entry of the account number and location.
Auto Pay: Your bill amount is automatically debited from your bank account on the due date. For a more consistent withdrawal, it is recommended
that you sign up for budget billing in conjunction with auto pay. To register for auto pay to have the payment come out of your bank account automatically using Electronic Fund Transfers (EFT), download the EFT Form and return it to the Utility Billing Office. If you are a new customer, you may also sign up when you request services online.
Mail: You may mail your check or money order payable to City Light and Water, 101 S Jefferson Street, Farmington, Mo 63640-1719.
Drop Box: You may place your check or money order (NO CASH) payment in the drop box which is located on the sidewalk next to our office at 101 S Jefferson Street in Farmington.
In Person: Our office is open Monday-Friday from 8:00am to 4: 30pm, except for holidays.
Billing Information
2024 Updates: In October 2024, Farmington City Light & Water implemented a new utility billing software with improved features to increase the efficiency of our utility billing process. Details are outlined in the 2024 Utility Billing Updates document.
Paperless Billing: To receive your monthly statement via email, please call us at 573756-2620, email citylightandwater@farmington-mo.gov, or stop by our office. Customers who sign up for paperless billing will receive a one-time $10 bill credit.
Primacy Fee: There are two fees which appear on your bill one time each year. These fees are titled on your bill as "Sewer Fee" and "Water Primacy Fee". These are annual fees that the City is required to collect and forward to the Department of Natural Resources.
Late Fee: A late fee is assessed at a rate of 1.5% of any unpaid balance remaining after the bill due date.
Reconnection of Utilities: If your meter is disconnected for non-payment, reconnection fees of $50.00 during business hours or $100.00 after business hours and on weekends or holidays will be assessed.
United Way Contributions: You may make contributions to the United Way of St. Francois County through your utility bill. Visit our office to make your contribution.
Do you think there is an error? If you believe there is an error with your bill, you must dispute the charge in writing, in person, or by phone at least 24 hours prior to your disconnect date. The undisputed portion of the bill must be paid in full to avoid disconnection of services.
Need help paying your bill?
Energy Assistance: You may qualify for energy assistance through East Missouri Action Agency. To apply, call (573) 431-5191 or go to eastmoaa.org.
Payment Agreement: If you do not qualify for energy assistance, you may be eligible for a utility fee payment agreement to defer your payment past the normal due date. The Utility Fee Payment Agreement is intended to provide occasional assistance to customers and should not be relied upon a regular basis to manage your utility accounts.
