Sealed bids for the Moss Lane & Black Oak Drive Stormwater Improvements (hereinafter “Project”) will be received by the City of Farmington, 12 S. Franklin Street, Farmington, MO 63640, until 10:00am CST, on Friday, January 27, 2017. The bids will be publicly opened and read aloud at 10:00am CST, on Friday January 27, 2017, at the City of Farmington’s Public Works Office, 12 S. Franklin Street, Farmington, MO 63640.

The Scope of Work includes the demolition of (2) 30-inch diameter corrugated metal pipes underneath Black Oak Drive, the construction of approximately 105 lineal feet of a 3’ tall by 9’ wide cured-in-place concrete box culvert with new headwalls, the reconstruction of a portion of Black Oak Drive, clearing/cleaning of an existing drainage ditch, the construction of approximately 45 lineal feet of 48-inch diameter corrugated metal pipe with new expanded headwalls underneath Black Oak Drive, and other incidental items and work described in the Project Manual, or reasonably inferable therefrom.

Bid packages will be available after 12:00 pm on Friday, January 6, 2017, and may be obtained from the Cochran located at 201B West Karsch Boulevard, Farmington, MO 63640, upon payment of a non-refundable fee of $50.00 per set. For directions and plan availability, please call 636-584-0540.

A bid security in the amount of five percent (5%) of the bid amount must accompany each bid, in accordance with the Instructions to Bidders. A prebid meeting will be held on Friday, January 20, 2017, at 10:00 am. at the City of Farmington’s Public Works Office, 12 S. Franklin Street, Farmington, MO 63640.
The City of Farmington anticipates issuing notice to proceed in February 2017.

The wage rates applicable to this project have been predetermined as required by law and are set forth in this specification. When Federal wage rates are applicable and included, this contract is subject to the “Work Hours Act of 1962,” (P.L. 87-581: 76 Stat. 357) and implementing regulations.
Effective January 1, 2009, and pursuant to RSMo 285.530 (1), No business entity or employer shall knowingly employ, hire for employment, or continue to employ an unauthorized alien to perform work within the state of Missouri. The successful bidder must submit a sworn affidavit and documentation affirming the business entity's enrollment and participation in the federal work authorization program and that all of its employees working for the contracted services are not illegal immigrants.

Upon signing the contract, the successful contractor and any subcontractor performing the work shall provide a ten hour Occupational Safety and Health Administration (OSHA) construction safety program for their on-site employees.

The City of Farmington hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
